What 4K actually demands
Four times the pixels of 1080p is a lot of work for any GPU, and in an open-world game it also means large textures streaming in. The RTX 4080 has 16 GB of GDDR6X on a 256-bit bus, which is a good match for that workload.
The CPU conversation
4K is usually less CPU-bound than 1080p, but open-world games are an exception: crowds, traffic and simulation can lean hard on the processor. Pairing a 4080 with an older CPU is the most common way to waste it.
16 GB: comfortable, not infinite

Size matters
Many 4080 models are very large, often three slots thick and well over 300 mm long. Measure your case before buying, make sure the card does not block other slots you need, and leave room for the power cable to leave the connector without a tight bend.
What the 4080 buys you over an upscaled cheaper card
A cheaper card can reach 4K output by upscaling from a low internal resolution. The 4080's advantage is that it can render far more of the image natively, using DLSS Quality instead of Performance. The result is a cleaner picture with fewer artifacts on fine detail such as fences, wires and foliage, which is where upscalers show their limits.
