The part nobody mentions: the rest of the PC
At 4K the RTX 4090 removes the graphics card as the limit for almost any current game. That shifts the question: is your CPU fast enough to feed it, is your RAM sufficient, can your case move 450 W of heat away? A 4090 in an average PC delivers a fraction of its potential.
Power and the 16-pin connector
