Efficiency first

At around 115 W the RTX 4060 is one of the easiest modern cards to live with. It runs cool and quiet, fits small cases, and in many pre-built PCs it works without a power-supply upgrade, which for a lot of buyers is the real selling point.

What frame generation changes, and what it does not

DLSS 3 frame generation inserts extra frames between the ones the GPU renders, which makes motion look smoother. It does not make the game respond faster, and it works best when the underlying frame rate is already decent, roughly 40 FPS or better. On a card like this it is the difference between a 40 FPS experience and one that looks like 70, if GTA 6 supports it.

The 8 GB, 128-bit ceiling

The limit on this card is not the GPU core but the memory subsystem: 8 GB on a narrow bus. At 1080p that is fine. At 1440p and above, high texture settings may exceed it, and that is where upscaling and a lower texture setting come in.

Searches for "RTX 4060" mix two products. The laptop version shares the name but runs at a much lower power limit in most notebooks, and its performance varies widely with the cooling design. Playing on a 4K television

Many people connect a 4060 to a TV. The card supports HDMI 2.1, so a 4K 60 Hz or 120 Hz TV is workable. Do not run games at native 4K: use DLSS Performance, which renders internally at a much lower resolution, and let the TV handle the output. At typical TV viewing distances the difference from native is small.
